I'm sorry to hear that you're experiencing an issue when trying to request access to Microsoft Copilot. As of my knowledge, Microsoft Copilot was still in a limited technical preview and access was only available by invitation to selected users.

It's possible that the preview period has ended, or Microsoft may have made changes to the access process.

I would suggest checking the Microsoft Copilot blogs for any updates on the availability of the service, or since you are having E5 license, you can ask your IT to contact Microsoft support for further assistance by creating a ticket from the Office 365 admin center.
