Change in license plan from E5 to F3

We have a number of users (frontline) with E5 licenses (on EA) we consider moving to F3. Due to the impact on users and how they conduct their work we want to avoid doing the downgrade all at once in the "yearly window" stated in the EA.

What options do we have and what impact will it have on cost? Will we be billed for both the E5 and F3 if we did the downgrade let's say 5 months before "yearly window"?

If you downgrade from E5 to F3, it is suggested to reduce licenses for the E5 to avoid duplicate charge. If you purchased E5 from Microsoft directly, to downgrade to F3, it is to purchase new F3 and reduce E5 licenses directly in Microsoft 365 admin center/ While seemed you purchased E5 as EA from reseller, if so, you are suggested to contact the reseller to negotiate for the details.

Note that : F3 has lesser features compare to the E5 as screenshot below for your reference:
