An error occurred while attempting to create the directory: C:\ProgramData\Microsoft\Windows\Start Menu
Every time I try and install a program that uses the start menu directory, for instance QuickTime, I get the same error: "An error occurred while attempting to create the directory: C:\ProgramData\Microsoft\Windows\Start Menu" Any clue how to fix this?

Did you make any changes on the computer prior to the issue?
Method 1:
Run the fix it and check.
Fix problems with programs that can't be installed or uninstalled
http://support.microsoft.com/mats/Program_Install_and_Uninstall
Method 2:
Try to install the program in elevated mode.
Right click the program icon and select "run as administrator".
Method 3:
You may try these steps and check.
a. You may allowing System and administrators full access rights in the directory "C:\ProgramData\Microsoft\Windows\Start Menu" and its parents.
b. Only owner rights were set from a certain point.

You need to clarify;
Are you installing say Quicktime using the default installation settings, and this is when you see this err msg
Or are you attempting to custom install to a location you select?
If you are using the default installation procedure, then what security or other maintenance/optimiser third party programs are installed?
Currently win11 Pro & O365 Bus, multiple devices

Advanced system care 5 installed; hence your problem, by using it you have 'damaged' your win system files and their settings.
In Advanced system care 5 if you can, revert any changes it made, then uninstall it.
Then run the system file checker, sfc

The program has altered the system settings, why I couldnt say, all such 'SpeedUpMyPc / Optimiser' utilities are snake oil, and in the worst case can render a system unuseable, as you have found.
Nore are such programs neccesary win7 contains all the built in utilities to maintain the system.
Such utilities may have had their uses in win9* days but those days have long since past, optimising/cleaning the registry has no impact on the system performance (other than causeing problems)

You ran the system file checker?
Try this, from an elevated cmd prompt
secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose NB Ensure your data is backed up to external media first (a simple copy will do) And that you have the means of recovering your system (ie the recovery disks)Currently win11 Pro & O365 Bus, multiple devices

Try to take ownership of the folder "C:\ProgramData\Microsoft\Windows\Start Menu"
