My computer installed 1803 feature update on Saturday. At the time I had on avast antivirus, but the installation went smoothly with no issues.
After the update I immediately noticed an annoying tendency for programs to briefly pause and fade out when I exit them. Before the update they exited instantly with no delay. I noticed the computer will also sometimes turn on the fan and the CPU runs audibly though the computer is idle without any scans, updates, or anything running in the background.
I try to open task manager to find what is running, and it reports that task manager is taking up 20% CPU usage, but then sharply falls immediately after opening task manager. Nothing else takes up more than 1-3% CPU usage.
I have tried all fixes from these websites:

I am now wondering if reverting back to the previous version and reinstalling it with avast uninstalled would perhaps fix my issues.
