How to stop Windows from automatically switching default sound devices on connection

1. Run Audio Troubleshooter
Windows Key+I > Update & security > Troubleshoot > Playing Audio > Run the troubleshooter

2. Take actions related to Audio Driver
Windows Key+X > Device Manager > Sound, Video & game controllers > Right Click on the entry below (if more than one, then you will have to repeat the steps for all) > Properties > Driver Tab >

A. Roll Back - If Roll back driver is enabled, roll it back

B. Uninstall - Uninstall Device and restart to reinstall it automatically

C. Update - Update Driver > Click Browse my computer for driver software > Click Let my pick from a list of device drivers on my computer > Choose the driver > Click Next to update
If this does not work, select Search automatically for the updated driver in place of Browse my computer for driver software > Restart your computer

D. Download and reinstall the driver from computer manufacturer's website - If you face issue, let me know your computer make and model?

This won't fix my issue. I have a non-standard setup. There is nothing wrong with my audio devices or their drivers. I simply want windows to not mess with my default playback/recording devices when I plug them in.

I assume the answer lies in a registry key somewhere.

I don't need a troubleshooter nor is my issue related to driver issues. 

Everything is working as intended by windows, but I want to change windows' default functionality pertaining to automatically switching default devices.

Maybe my post didn't make my issue clear but this seems like a canned answer to a common problem, one which I am not having.

Which is the 3rd party app which you are using?

I am using VoiceMeeter with VB-Audio Cables. 

That shouldn't matter though. This issue has to do with how Windows handles new devices being plugged in. It makes any new device the default playback device, when I just want it to leave the default playback/recording device settings as I have them.

Even if I wasn't using a 3rd party app, there still has to be a way to just get windows to leave the 'default playback device' setting alone when new devices get connected.
