Original Title - Windows Updates fail to install
The following updates are failing to successfully install:

Or, rather, they say that they installed successfully in the Windows update history, but are offered again after checking for more updates. They attempt to install repeatedly every day. In addition, Internet Explorer 10 is being offered as an optional update
even though it is already installed (currently running version 10.0.7), and fails if I try to install it again with error code 9C48. It is not listed under Programs and Features, so I can't uninstall it. Internet Explorer 11 also fails to install, with the
same error code.
The Windows Update Troubleshooter reports:

The System File Checker reports no problems.
Running "dism.exe /online /cleanup-image /checkhealth" results in "Error: 87 The checkhealth option is not recognized in this context." (/restorehealth returns a similar error).
I installed the System Update Readiness Tool hotfix (KB947821). It took about an hour and apparently installed successfully.
But the problem persists. Any suggestions?
