I am getting the following error when trying to update:

Step 3. Delete the qmgr*.dat files. To do this, at a command prompt, type the following command, and then press Enter:

Del "%ALLUSERSPROFILE%\Application Data\Microsoft\Network\Downloader\qmgr*.dat"

For my computer, no path could be found.

Also on a few of the steps prior to this when I tried to "stop the BITS" it told me the service could not be stopped.

The third step under "Reset the Windows Update Components" can be skipped. It is alright to proceed to the next step. However, stopping BITS is one of the requirements to reset the components of Windows Update. If the service cannot be stopped, you will not be able to perform the other steps. We recommend booting the computer in safe mode with networking. While in this state, many Windows 10 service is disabled including the Windows Update services. After booting the computer in safe mode with networking, kindly repeat the steps again found in the link that we've provided in our first reply.
