How to enable the self-learning function for pinyin IME when using traditional Chinese

MS pinyin input method was installed in win10. If the simplified Chinese is applied, the self-learning function works. However, if I switch to the traditional Chinese, the self-learning function doesn't work.

1. This is our first time to install MS Pinyin. I didn't make any changes to the settings.

2. No any error messages encountered.

3. My Win 10 version is 1709 (OS Build 16299-192)

I did a lot of google searches, but found no answer to the problem.
