Sorry, you have explained how to get an *existing* symbol in the panel, which is easy. The question in general is: how do we add a non-existent, i.e., new symbol to the list of symbols in word? Is it possible at all?

To add to what Paul has said, there are free font editors available (see https://www.google.com/?gws_rd=ssl#newwindow=1&q=free+font+editor), but if the document in which you use this font is to be portable, you will need to embed the font.
There's even a Private Character Editor built into Windows (see http://www.ghacks.net/2008/11/01/free-font-editor-built-into-windows/), but characters created here work only on the machine on which they were created; they're not portable at all.
