Page numbers in cross-references to footnotes are all set to 1

I work with scholarly monographs that have many footnotes. When I create a cross-reference to a footnote that is located on a page other than the first one, Word 365 ALWAYS displays the page number as 1. I reported this problem to the customer service over two months ago and called repeatedly. They say it is a bug and they are working on it, but they still have not found a solution. By the way, this feature worked perfectly on previous versions of Word.
Do you have Track Changes enabled? Page numbers in cross-references (and numbers in general) are never reliable until all changes have been accepted.

I can reproduce this issue. It seems to be a bug in Word 2013.

Do you have Track Changes enabled? Page numbers in cross-references (and numbers in general) are never reliable until all changes have been accepted.
It does it with or without Track Changes and keeps doing it even after I update the cross-references with F9

MVP Jay Freedman has suggested the following workaround: Manually bookmark the footnote reference in the main body of the document and then create a cross-reference to the page number of the bookmark.

Your suggestion works, but only for short documents. It creates a couple of additional steps in the process and unfortunately I have thousands of footnotes in my documents. It is simply not practical to do so for each and every footnote. Also my documents have to be later paginated with InDesign for publication and in the conversion that software does not work well with bookmarks.

I'm afraid the workaround is all that can be done at this time. There has been no word from Microsoft on a hotfix yet.

I know very little about conversions from Word to InDesign, so I can't give any specific advice on that. However, note that all cross-references in Word make use of bookmarks. The difference is whether bookmarks are user-defined or created (as hidden bookmarks) by the application itself.

Thanks for your suggestions. This problem has prevented me from working with the 365 version of Word. In the meanwhile I am working on another computer using the 2010 version, where this cross-reference feature works fine. I am monitoring this problem closely and I will let you know if and when the problem is fixed and this feature is reinstated in the software.
