You can set the footer margin to 0", but when you access the header area, the footer area will still be displayed by a bounding box showing a finite amount; that's just the way Word works. As long as the footer is empty (though it will continue to display
a paragraph mark when nonprinting characters are displayed), you can change the bottom margin to as small an amount as desired (though even if you change the bottom margin to 0", Word will still show a finite footer area when the header is selected).
