Problems wrapping text in Word

Pictures anchored inside textboxes can only have an inline format. Whilst pictures anchored outside textboxes can have other wrap formats as well as inline, changing they have no effect on the wrapping of textbox content.
Instead of using a textbox, you might consider using a table cell. Pictures anchored inside table cells can have any wrap format and the table too can be given an 'around' wrap format.

Many thanks for your reply, which is helpful, but unfortunately still doesn't work for me.
I created a table, added text, and set wrap-text to "square," then inserted a picture. Nothing happened as far as text wrapping. I then set the text-wrap for the picture to "square" and similarly nothing happened.

I created a table, added text, and set wrap-text to "square," then inserted a picture. Nothing happened as far as text wrapping. I then set the text-wrap for the picture to "square" and similarly nothing happened.
All I can say in reply is that either:
• you haven't done it correctly, with the picture anchored in the cell concerned; or
• the picture is too wide to allow the text to wrap around it.
As far as setting "wrap-text to "square"" is concerned, the only option a table gives is 'around' or 'none' and these settings determine only whether text outside the table will wrap around it. These settings have no effect on what goes on within the table and, even where text outside the table is concerned, text wrapping around the table will only occur if there's space to do so (i.e. the table width is significantly less than the available text width).
As for pictures within a cell, inserting a picture inline within a table cell doesn't result in text wrapping - that only comes into effect with 'square' or 'tight', for example. Even then, text wrapping will only occur if there's space to do so (i.e. the picture width is significantly less than the cell width).

Hello. Forget 'how to' texting, forget 'how to' insert image, forget 'how to' reverse engineering, forget the topic of Anchoring, forget the term 'locking', forget floating, forget 'line in', behind image, forget everything everyone has been telling me what to do [because I've done everything], i.e. , videos, online discussions, on the phone, talking to people; Look, here is what nobody can tell me how to achieve: I have the image and I have text on top of the image and I still can't make it stationary !AND! If I copy or 'save as' to pictures I get only the image without text. The only thing I guess I need to do is fine someone who's COMPLETLY understands this new 'Word' and go thru it like 'Mister Roger's Neighborhood'.BTW ,I've used all releases of MS Word for over 10 years without a single problem!

Sometimes if the size of the original image, before re-sizing in word, is larger than the page and the wrap text options are ignored.
The solution is to re-size the image to something suitably smaller before inserting into the word document.
This does happen about 1 in 10 times when creating a new doc. If anyone has a more elegant solution ( I feel there must be one) please contribute.
Using Office 2013.
Detail:
I create a new blank word doc.
I write some simple text.
I Insert an image (jpg from a smartphone).
I resize the image was has inserted as full page width.
I click on image then the layout options icons and select 'in front of text'
The image remains 'in line with text'.
Tried saving the doc, inserting the image at different locations etc.
