Page Numbers 1" from Bottom of Page

Using Word 2013. I need to place the bottom of the page number exactly 1" from the bottom of the page. I cannot figure out how to do this. I have tried the "Footer from Bottom:" and the changes it makes in the actual page are fairly arbitrary. The page number placement also appears to differ based on if I print vs export to pdf. Can someone please help me nail this down? I need to resubmit my thesis abstract tomorrow!

Yes, "Footer from Bottom" is the footer margin. The default setting is 0.5". If you set it to 1", the bottom of your page number should be at 1" provided the page number is set to Single spacing and doesn't have any Spacing After. Make sure the PDF size is the same as the .docx size. Possibly you're printing to A4 instead of Letter? Or there is some scaling involved? In my experience, the PDF will be the same as the Word doc.
