Office 2013 quick parts, advance, set vertical position is broken

I am trying to troubleshoot this for a client. The situation is that that they use the insert, quick parts, advance, vertical position tool to set the text on their document. It works for all the offset text spacings and the set horizontal position tool, but not the set vertical position tool. I tried it in office 2010 in a windows 7 VM and it works as expected. The text subsequent to the cursor moves down to the specified vertical position.

But in Windows 8 with office 2013, no dice.

 

Any help would be great.

Define your title style to have 1.5" Spacing Before, and put it in a frame. If your use of "section" was loose (you're actually just starting a new page), add the "Page break before" property. Although Word 2013 does not honor Spacing Before even after a hard page or section break, it will be honored inside a frame.

When you add Spacing Before, you don't have to specify it in points: you can use a ruler measurement such as 1.5" or 1.5 in or 3.8 cm; Word will convert the amount to points.

To add a frame to the style, in the Modify Style dialog, click Format and select Frame... In the Frame dialog, set text wrapping to None. Leave the frame height at Auto, but you may want to set the width to your margin width. Click OK to close the Frame dialog and (if you're done) OK to close the Modify Style dialog, and you're done.
