In word 2013 I have a multi paged table. I can't move the table down on the second page.

Thank you for posting this question.
As I understand you’re facing issues working with the tables in the Microsoft Word.
Have you tried changing the margins under the ‘Page layout’?
Try changing the margins and check if it helps.
Click on Page layout > Margins > Custom margins > change the values and check the results.

I have looked at your document. A 0.2" top margin is entirely too small. If the top of your table would be caught up in stapling on the second page, then so would your heading on the first page. However, if you want the heading where it is on the first page, then there is a workaround.
On the Layout tab of the Page Setup dialog, set the header margin to 0.2" and enable "Different first page." Make your top margin at least 0.5" (0.6" will work better with the heading). Then insert the "Common Core Writing Record For__________________________" text in the First Page Header. Leave the primary Header (which will appear on the second page) empty. You'll have the desired top margin on the second page without affecting the placement of your heading on the first page.

I think you're confused. You should set the top margin (on the Margins tab of the Page Setup dialog) to 0.6" and the header margin (on the Layout tab of Page Setup, currently set at 0") to 0.2". That will place your heading (when inserted in the First Page Header) at the same position where it currently is.
I also had difficulty accessing the header space when the table was the first thing in the document. What ended up working was cutting the "Common Core" heading but leaving an empty paragraph there, inserting the heading in the header, and then deleting the empty paragraph above the table. OTOH, if double-clicking in the header space doesn't open the header, then you can right-click and choose Edit Header.
When I performed the actions I described, it did not appear to affect the pagination, but what I hadn't realized was that you have more than two pages and more than two headings. In order to have the "Common Core Writing," "Common Core Language," and other headings in the header, you'd need section breaks. Moreover, the change in top margin makes your pages run over because you have a wealth of extra, empty paragraphs below the table. Eliminating those and using Next Page section breaks will take care of that problem as well.
All of this is very easy to fix, and if you want to send your email address to ssbarnhill at gmail dot com, I'll send you the corrected file (but not in the next five minutes as I'm about to go out to lunch--my husband is taking me out for my birthday!).
