Add text above table on page

I have an existing document which contain several tables. 

Above each table I want to enter a line of text, although for some tables they allways start on top op a page and I am unable to add a single line just above the table.

Most likely it has to do with the table properties, but I cannot find the differences of these tables.

What could cause the table not to be able to add an empty line above it ?

Adding to Suzanne's excellent response...

If necessary, you can insert a row above the top row. Then, select that (blank) row and convert it to text.

In order to add text above the table, you may need to add text to the previous page. If there is a manual page break, or if the first row of the table is formatted as "Page break before," you may need to remove the page break in order to add the text, then restore the break above the added text.

For a table at the very beginning of the document, if you use Ctrl+Home to be sure you're at the very beginning of that table, then press Enter, you will get a Normal paragraph above the table. This can be done only at the beginning of a document; anywhere else, pressing Enter in a table cell will just insert a new paragraph in the cell.
