Well, in my case, it came with my new laptop and it does not create any shortcut to open either Word or Excel.
If I open an existing file for either application they will open maximized. They will not memorize a window resizing as it’s always been the case with most Windows applications since the early days.
I managed to create a desktop shortcut for both apps and they will always open maximized.
I tried the field labeled "Run" with the options of maximized, minimized, and normal window settings on the Properties window form the Office folder and it has no effect – no matter what I select it will always open maximized. Nothing on this Starter version
works as it's normal practice.
I think this annoyance is done on purpose in order to irritate the user into buying some of the versions they offer.
