Provided the footnotes were inserted using References | Footnote | Insert Footnote, then the notes will move with moved (or copy/pasted) text. Providing the selection includes the footnote reference in the text, moving that moves the footnote as well.
I know that is the way it is supposed to work. And I wish it did work that way. But the problem is that it isn't working that way. Whether I copy and paste text, including the footnote code created in References, cut and paste, or copy to a new document completely, it will not bring the footnote reference code nor the footnote text to the new location.

Perhaps you are pasting as plain text?
That's the problem. Operator error. Word has at least three ways to cut and paste. One does not bring the footnotes with it. I was selecting the "text" icon from the dropdown menu and didn't realize that meant plain text with no formatting or imbedded references. Thanks for your help and I apologize for not figuring this out sooner.
