Margins and Line Spacing

I am working on my dissertation formatting in Word 2010 and have to have 1 inch spacing between certain lines as well as 2 inch spacing from the top of the document on certain pages. I set my margin to 1 inch and added 1 inch of spacing but when I print the page out and measure with a ruler there is always a little extra space. This happens for the spacing between the lines as well. I need it to be exact. I turned on hidden characters and do not see extra space. Please help.

For the spacing between paragraphs, keep in mind that a certain amount of space is automatically added in the form of "leading" (line spacing) that is part of the font. This varies from one font to another. As an example, however, the default line spacing of Times New Roman is approximately 120% of the nominal point size. So there will be 12 points between the baseline of one line of 10-point TNR and the baseline of the line above or below it. Most of the space will be above the line. You'll need to factor that into the space between paragraphs.
