magnifying a certain part of a picture without losing quality and looking like a magnifying focusing glass

I want a proper way to magnify a part of picture  imported 

1: from ms paint into mathematica 9 and then

2: from mathematica 9 into ms-words 2010 without loosing the quality.

Any help by the related experts will be entertained warmly

Snagit from TechSmith has a Spotlight and Magnify tool.

You might be able to achieve something similar in Word. Make a copy of the image and crop it to just the part that you want to magnify. Make the selection square. Increase the size of the cropped image to, say, 125%. Save the image as a picture. Draw a circle with the same dimensions as the cropped image and use the cropped, expanded image as the fill for the circle. Place it over the original image.
