List Justification problem in Word

I often create documents which are primarily lists where I want to format using Word bullets or numbering with a 'heading' line followed by the 'details' starting on the following line.  To do this you have to use Ctrl+Enter to avoid the 'heading' being a separate number from the 'details'.  This is OK until you decide to Justify the text as then the 'heading' is justified, which looks awful.  For example: 
Apart from making every 'detail' section a sub-para I can't find a way of doing this.  Can anyone else help?
I would probably use a table, but you can do it by creating two paragraph styles - one with the numbering, the other without and create each line as a paragraph formatted with the appropriate style.

Ctrl+Enter inserts a page break, so I assume you're inserting a line break with Shift+Enter. While Graham's suggestion of using a List Number or List Bullet style and a List Continue style is the best way of doing this, you can prevent a line from being justified if you add a tab character before the line break.
