If you just want straight quotes occasionally (for ditto marks), you can press
Ctrl+Z (Undo) immediately after Word performs the AutoFormat that changes them to "curly" quotes. If you never want "smart quotes" at all, then disable the feature at
File | Options | Proofing | AutoCorrect Options | AutoFormat As You Type.
To change smart quotes to straight quotes (or vice versa), set the AutoFormat As You Type setting for the preferred formatting, then replace " with ". Fortunately, searching for " (straight quote) will find the curly quotes and replace them with straight.
Going the other direction, Word will find the straight quotes and the action of replacing them triggers the AutoFormat so that they become curly.
