Table displacing problem - MS WORD 2007

SEE IN IMAGE :

What do you want to happen?  If you want the shape to appear over the top of the table, then you should format it so that it is In front of the text, rather than in line with the text or set to have the text wrap around it.

Except it's not a shape; it's another table. I've watched the video several times and can't figure out what the OP wants.

Yes, I want to bring table front of other table.
and otherwise I want move this table anywhere on page
because I want to make a magazine by table way

Tables can have "Around" wrapping but not In Front of Text. For that you'd need to put them in a text box. But I don't think tables are the way to go for creating a magazine.
