If what you want is a numbered list of questions with multiple choice answers, then you need to use a multilevel list. For the basics of multilevel lists, see

Instead of linking your list levels to headings, however, you may want to use List Number and List Number 2, linked to Levels 1 and 2 of your multilevel list. Select 1, 2, 3 numbering for Level 1 and a, b, c numbering for Level 2, with an appropriate indent.
The numbering for Level 2 will automatically restart after each Level 1 paragraph.
To facilitate typing a large number of such question-and-answer groups, you may want to make List Number 2 the "Style for following paragraph" of the List Number style and assign a keyboard shortcut to the List Number style for easy return. But of course
you can also use the built-in keyboard shortcuts for promoting/demoting list levels.
