How can this be fixed? I receive it everytime I try to send e-mail. I can receive but not send.

I am looking for a resolution please.
I am assuming you are using Windows Live Mail as you e-mail client, NOT Windows Mail because Windows Mail does not support hot mail.
Open your e-mail program > Tools > Accounrs > your hotmail account > Properties > Advanced. Under Outgoing Mail SMTP,
Change SMTP port # to     587    NOT   25  > click OK.
Also, go back to Properties > Servers. Make sre you have a checkmark on " My server requires authentication " > OK
