error 03-EEEE-0000

I have a toshiba satelite A215 laptop, hard drive crashed so I purchased a new one after asking sales clerk if I could then use my recovery disc to reinstall original windows operating system (and being told yes).  Have installed new hard drive but now when trying to use my recovery cd I keep getting this error.  I'm not a computer geek but not totally unsavvy either, just don't know how to proceed.  Anyone know what I'm doing wrong?
