Windows Spotlight not loading on boot

Start-->Account Name(right-click)-->Lock
Screenshot using "prt sc" key

Does not load on boot up.

Start-->Account Name(right-click)-->Lock-->Sign out
(Also loads up on boot)
"prt sc" key was not working.

I had asked this question in August 2015 and applies to Version 1507. Microsoft has improved spotlight design in latest version 1607. Spotlight now loads on boot starting this version.
