Unable to move desktop icon after 8.1 update

Hi..

I just updated my Windows 8 pro to Windows 8.1 pro. I've noticed lots of nice changes and I am loving it.

However, as I start to move my desktop icons, I found out that I am unable to move them. Not even one. When I drag the icons my mouse cursor will turn to a circle with a line through it cursor.

- Auto arrange icons and align icons to grid was disabled.
- I have no 3rd party software managing my desktop's icons.
- I have tried restarting.

I have read of this bug existing in Windows 8.1 preview. Is it the same bug?

Are you using a desktop or a Laptop?

 

Method 1:

 

I would suggest you to boot the computer in safe mode and then try to arrange the desktop icons.

 

Step 1:

 

Refer to the link to boot in safe mode.

 

Advanced startup options (including safe mode).

Step 2:

 

If you are able to arrange the desktop icons in safe mode, I would suggest you to perform clean boot.
