I am glad to know that you can now access your account with no issues. There could be a glitch on our system that's why you encountered the said issue about being unable to send email messages.

Welcome to Microsoft Community and I am happy to assist you with this. To begin with, this happens when your account went out of sync with the device, the mail server settings were not configured properly, or there could be a glitch from our server.
Since the initial troubleshooting step of removing/re-adding your accounts didn't work, then I advise that you try other steps below:
- Ensure that the mail server settings are properly configured: Send and receive Outlook.com email from an app
- Set the Mail days to sync to a shorter timeframe since this will eliminate any bandwidth issues.
- Moving the emails from inbox to a temp folder. This is to determine if there are corrupted emails causing synchronization problems.
Let us know if the above steps worked. If not, kindly verify the following for further investigation:
- What were the last actions you did that to this?
- Does it also persist when another account is logged in to your phone?
- What is the model and operating system of your iPad?

Welcome to the Microsoft Community forum and I apologize for the inconvenience if you can no longer send emails from your iPad. To begin with, this happens when the account lost its synchronization with the device or when the mail server settings were not configured properly.

I understand how frustrating it is to be having this kind of issue. May I ask if you can't properly send only on your device or is it happening when using computer as well? Does the issue happening when using another account? For the junk email issues, please post a thread in the Outlook.com Forum.
