OneNote 2013 - Notebooks sync fine, but the custom tags are not syncing?

I'm trying to convert from Evernote to Onenote. I spent some time painstakingly creating all of the notebooks, section groups, sections and custom tags that I use. Everything but the custom tags sync fine. I configured Onenote on my SurfaceRT. Any ideas?

I see two locations on my system:

One at

C:\Users\<user>\AppData\Local\Packages\Microsoft.Office.OneNote_8wekyb3d8bbwe\LocalState\AppData\Roaming\OneNote\16.0\Preferences.dat

The other at:

C:\Users\<user>\AppData\Roaming\Microsoft\OneNote\16.0\Preferences.dat

The two are *not* the same (just did a binary comparison).

Any idea anyone, which one is the relevant one?

The 1st one is from the Onenote App (from the Windows Store), the 2nd one from Onenote 2016.
