How to create a Trust Relationship between 2 Office365 tenants

I got the latest updates on this issue. This issue has been fixed from the back end. Please confirm if the user can send emails out.

If you are Office 365 admin in your organization, please login to your admin portal via this link: https://outlook.office365.com/ecp/  

And then follow up the screenshot below:
