Thank you for contacting Microsoft Community.

The Windows Briefcase was deprecated in Windows 8.
 
You can consider alternatives, using Windows OneDrive. Store anything on your OneDrive and it's automatically available from your trusted devices—no syncing or cables needed.
And with Windows Live Mesh and the Devices website, you can keep up-to-date copies of documents, photos, and other files on all of your computers, whether PC or Mac.
 
Sync your folders to the 7 GB of free storage space you get with OneDrive, and work your files on the web from any computer.
 
We really appreciate your suggestions and feedback. You will find a feedback app on Windows 10 Technical preview. If you find anything missing or if you want to add a feature you would like to see in the Windows 10, I request you to kindly provide your valuable feedback on the feedback app which is already installed with Windows 10 Technical preview.
