Every once in a while you see someone doing something that seems impossible. I would say only 1 % of that a modded box.
What you are really seeing is the abominable Net Code!
I swear, if you have a good connection, these servers punish you for it by adding latency to your signal, so that people using AOL on a satellite can compete.
It looks like I am playing a completely different game on the playback/theater than what I am actually playing.
Example:
I walk into a room where an enemy is looking out of a window and doesn't notice me.
I raise my bolt action sniper rifle and scope in the center of his head and fire. Nothing happens!
Then Suddenly, I DIE !???!!
His killcam shows him shooting someone out of the window, then turning to look at the doorway I should be in.
Only thing is - the server is feeding him information REAL TIME. So on his xbox I AM NOT THERE YET.
Eventually on his box, I come through the door and he unloads an entire clip into me and kills me.
THE SERVER FED ME THE SAME GAME BUT... ONE SECOND LATER !
Most of what people attribute to cheating is this games inability to sync everyone's connection, period.
It seems like a lot of times the game synchronization goes to hell half way through the match.
I will be doing fine, then suddenly near the end of the game, people are killing me BEFORE I walk around a corner, our BEFORE I spawn in. (That's my favorite)
It is probably how the game is programmed, to keep the matches even, so they don't get their feeling hurt.
That is when I quit the match (near the end), because there is no point in playing anymore.
