Can't Use DLC Offline

I've noticed that whenever I'm not connected to the internet while playing Fallout 3 that half of my DLC doesn't work. Why is this? I feel like if I paid for it, it should be available to me outside of when I'm online. Right now I have no way to connect to Live, I need to spend 100$ on a router, so could someone explain why I'm unable to use it, please?

Also, if it makes a difference, it's The Pitt, Operation Anchorage, and Broken Steel that don't work. (My three favorites. D:)

DLC not working when offline means the console license for the DLC is not bound to the console you're using.

 

Go to the License Transfer page and start the transfer process. It will show you your console IDs and how many licenses each has bound to it. I suspect you're going to see more than one console ID, indicating that you purchased/downloaded DLC to a different console before the one you're currently using.

 

To fix the problem, you'll have to perform a transfer to your current console.
