Who made up that rule? No one should call out others, in the open or in PMs. If you wish to report someone then you should use the reporting tools available to you via the console, simply file a complaint.

As for the account in question - You said it was a son of a friend who "phished" the account... well why don't you simply get in contact with them and arrange to get the account back that way. If this is out of the question, as said above, you will need to contact the xbox support line.

That is a rule I read in a specific game forum before all the forum changes. It said not to post modder/cheaters/hackers/boosters...basically not to call anyone out in the forums. That if there was an issue to send a PM to someone in the PET with the gamertag in question and not have it out for everyone to see.
