Answer

Hi Praveen,

Before starting with the troubleshooting steps, please provide the following information:

1)      Are you able to connect to internet with Internet Explorer in Modern User version?

2)      What is the complete error message you get?

3)      Are you using proxy settings to connect to the Internet?

4)      Are the current settings for your Internet connection set as metered?

In some cases if your internet connection is set as a Metered one on Windows 8, Apps will not download.
