Dual monitor setup - cannot move windows from one monitor to the other

I have two monitors of the same resolution connected to an ATI Radeon HD 4300/4500 video card. IN Windows 7 extended mode I see a full working desktop on one monitor, but only the background picture on the other - the four-square flag motif agains a blue background with wispy lines, butterfly etc.. No taskbar, icons or anything else. On one occasion briefly the mouse cursor appeared on it instead of on the full desktop image. If I try to drag a window on to the second monitor it won't go there. The settings are landscape with two mointors "1" and "2".
I have two images but how can I use the second one?

Hey jsampson,

Once your monitor is set up, you can use your mouse to grab the title bar of a window and drag it to your new display. If a window does not move when you drag it, double-click the title bar first, and then drag it.

If you want to move the Windows taskbar to a different monitor, make sure the taskbar is unlocked, then grab a free area on the taskbar with the mouse and drag it to the desired monitor. Additionally, you can also move individual toolbars to any monitor you like. To move a toolbar off the taskbar, grab it by its handle and drop it on a free area of the desktop. Toolbars can dock on any side of a monitor or float on the desktop.

Try moving the taskbar using the keyboard.

1. Press either the Windows key or Ctrl-Esc to pop the Start Menu up
2. Press Esc to close it. The taskbar now has the focus
3. Press Alt-Spacebar to pop the context menu for the taskbar
4. Press M to trigger the 'move' function
5. Use the arrow keys to move the cursor to another edge of the monitor(s) or press one of the arrow keys and then move the mouse. The Taskbar is now 'attached' to the end of the cursor, so moving the cursor near one of the monitor edges will snap the Taskbar there
6. You can also select 'Size' (S) instead of 'Move' to easily resize the Taskbar.

If this technique doesn’t help, try with a new graphics card that is compatible with Windows 7.
