Purchased Windows 10, getting installation-restart loop - never gets past "Just a moment..."

I purchased Win10 for a new laptop (no preexisting OS at all). Win10 downloaded to a USB, and then I installed Win10 from USB to the laptop.

Now the setup procedure gets stuck on a restart loop.

First, the "Let's get connected" screen shows up. I select the relevant wifi network.

Second, the "Get going fast" screen comes up. I select "Use express settings".

Finally, the circling dots screen comes up with "Just a moment..." and then it restarts.

Has anybody encountered this and can you fix it?

Edit: Just spoke to an online assistant, Francis V, in Microsoft Answer Tech. His sole solution was to repeatedly assure me that this was completely normal, and that the process can take up to 8 hours. Which leads us to the ridiculous conclusion that it's "normal" for me to be sitting next to my computer, clicking twice each cycle, for hundreds of identical restart cycles, for eight hours.

For context, I purchased the laptop in China and purchased the legit copy of Windows 10 from Microsoft store online. Most of my Chinese peers were completely nonplussed as to why anybody would purchase software legitimately. I told them it came with better customer support. I now feel suitably foolish.

I request you to disconnect all non-essential devices that might be attached to your computer. Windows setup might be trying to detect them.

If you connected to a network, disconnect this also.

Sir, I just want to say of course something like that is frustrating but don't throw the baby out with the bathwater.  Truely Windows 10 from Windows 7 Is like Dorothy in the wizard of OZ arriving in OZ in full technicolor compared to the now old windows 7 dusty and grey and slow.

Give it another try for heaven sakes and if you had windows 7 availble and installed you wouldn't had to pay for windows 10.  Just get a new copy of windows 10 free online and install it over your windows 7.  If you have the same problem, use a free boot repair product - that's what fixed my issue similar to yours.  If no joy there,  then its your computer configuration or devices that are to blame, not the operating system. There are ways, again it takes time and patience to find out which hardware is not compatible or not working right. 

Also, don't give up on Microsoft support. They've been busy lately however, If you don't get the right answer call them back and ask to speak to a supervisor.  One time I went round in circles on the phone transferred to New Zealand and then to China and again in Seattle.  Each time explaining my issue and each time the rep saying oh you've got the wrong department.  Twice.  Finally, a light bulb went off  and I asked to speak to a supervisor.  He profusly apologized and sent me an overnight brand new free copy of windows 8.1.  That took 3 minutes and it worked.  So don't just give up so easily.  You may just get a real happy surprise.

I just had to say this because once you start with windows 10 you'll feel as though you've been Driving a '49 Ford your whole adult life and suddenly stepped into a just off the rack 2015 Porsche Boxter from a dealership in Las Vegas.  You pull out your wallet and there's 5,  100$ bills. It's the joy ride of this of this Century.  Windows 7 was OK, but ehh when been there and done that forever it needs to be retired. When you get in your new driver's seat trust me you'll thank me for encouraging you to stay in the future, there's just no comparison.  No, I don't work for Microsoft but I do use some of their products.  Good Day.

That is a very bad suggestion. Windows 10 free upgrade licence is in no way equal to a full Windows license. If you use that upgrade option, and then ever need to replace broken critical hardware, you will lose both your old Windows 7 transferable license and the new free upgrade license.

I have the SAME PROBLEM with a new laptop. I have spent HOURS trying to remedy this and talk to support staff in India. If you people are going to shove this **** down our throats, at least you should make sure it works! It does not even get past go!

This really is quite ridiculous for a professional(and probably the biggest) software company.

ive literally just tried to upgrade by doing a clean install as Windows 7 wiped off my large format printer rip. I too am now stuck in a perpetual loop with absolutely no way out of it. Thanks Microsoft.

Went over to Mac years ago because I got sick of all the windows rubbish and grief that it caused and have had no issues whatsoever in the past 10 years+ 

Get a Windows laptop to run a large format printer and immediately back to a permanent headache. If only Apple made software that worked with printer rips.

Exactly HOW did Bill get so rich selling this untested rubbish?

I had the same "Just a moment ..." with the spinning dots infinite loop problem with a brand new HP Sceptre notebook with Windows 10.  I let it go for 24 hours and still no resolution.  I had bought the notebook from Amazon.  I talked with technical support at Amazon and she said it was trying to update itself and something went wrong.  She suggested I try a hard boot by holding the power button down for several seconds, waiting several more seconds with the screen black and the computer off, and then pressing the power button again to start it up.  Yes, I know that is standard tech support help.  A reboot is the first thing I suggest to my mother-in-law.  BUT IT ACTUALLY WORKED AND MY COMPUTER SEEMS FINE!
