September 20, 2016 — KB3193494 (OS Builds 14393.187 and 14393.189)

I just installed this new update today. It took appx. 2 hours.  During the installation, after several restarts, it is now stuck with the little dots going round and round. After an hour of that I restarted it and it said it would try to complete the installation. It is back to the little dots going and round and round and round and...........................

So I restored to previous version and will try again.

Where did you find this update?

I am on 14393.187 and have not gotten an update for a week.  Last Tue. was Update Tue. not this week.

I'm not sure why I got this update for my desktop. It's not available for my laptop. (my laptop is running version 1607 and my desktop is on version 1511. Except, maybe because I had network sharing turned on.

If you go to Update and Security and click on "Learn more" it shows the update which says, " September 20, 2016 — KB3193494 (OS Builds 14393.187 and 14393.189) 

"We encountered a network transmission issue with update KB3189866 published on September 13, 2016, and the quickest way to address this issue was to reissue the update to all Content Delivery Networks. This new update KB3193494 has the same set of fixes as KB3189866. We apologize for any inconvenience this may have caused."

So I tried to reinstall it and had the same problem. (freezing at the start up window) This time I got an error message.

Feature update to Windows 10, version 1607 - Error 0x80240017

So I guess the problem is it's trying to install the update for the wrong version. I found this about the error code- If the software update does not apply to the computer on which it will be installed, the Wusa.exe tool returns a "0x80240017 (WU_E_NOT_APPLICABLE)" error code.

So I disabled network sharing. Not sure if that had something to do with it or not. (I am on the Insider program with my laptop since the beginning). At any rate, the update is gone.

This update has caused me a lot of troubles.

After applying the update my Thinkpad, while restarting, blocked for at least 10 hours for two times, showing the writing 'Working on updates (100%)' (in Italian it was Aggiornamento del sistema (100%)).

I turned off my laptop 2 times and could not switch it on: it kept showing a blank screen with the white dots in circle.

I could have Windows 10 restarted only after I used the installation DVD I had created in June and had selected the option concerning the application of the update.

After Windows 10 restarted I found that this update (KB3193494) had not been applied.

I tried to fix the problems with Windows update (command available in Set up - Impostazioni - window): the more I launched the update fixing command, the more it found issues to solve: still the same problems, still the same answer (solved), which means that it did not solve them.

After launching again the search for updates and applying again that update (KB3193494), I am shown the message telling me that in order to apply the update I must restart my PC.

I have restarted it at least 5 times: I still find the same advice telling me that I have to restart my laptop in order to apply that update.

I no longer know what to do (I had never created a restore point, unluckily).

Same problem for me.  I'm still trying to fix it.  I did have a system restore point (I made one just before installing the update) but it does not restore the system to the pre-update state.  I'm currently trying to uninstall the update; it doesn't look like that will work.

It is possible to boot to safe mode, with or without networking.  It is also possible to boot Win10 *sometimes* from safe mode (i.e. via a restart) but it is extremely unpredictable.  It maybe only gets to a full system one time in ten, if that.

The patch was apparently installed on its own; without the previous broken cumulative update, according to the 'uninstall updates' control panel, however the settings 'update' list shows both there.  I do not know if I had previously installed the September 13, 2016 — KB3189866 (or had it installed automatically).

To get to safe boot:

Boot Win10 three times, power off at the blank/rotating dots screen each time it shows (don't try it earlier; it will run 'automatic repair' which takes a long time to do nothing; sfc /scannow finds no errors).  If you do get the 'preparing automatic repair' message immediately power off then power back on again.

bootmgr will eventually (on the third reboot, if you get it right) say "Please wait".  Do so, then choose "See advanced repair options", then do this:

Click "Troubleshoot".

Click "Advanced options"

Click "Startup settings"

Click "Restart"

Wait then choose one of the safe boot options (I use F5, safe boot with networking).  I found I had to use the control panel to view the installed updates (the Settings dialog just hangs with a .... at the top).

As for the uninstall; I got the 'restart' hang and had to go to safe boot (as above), however when I did this it apparently 'finished' the uninstall and, while the update is no longer in the installed list, a new one, KB3176938, is there instead(!) listed as installed today (Sep 21).  I can't remember if it was there before, but it certainly wasn't listed with that date.  The update is the August 31 quality improvement update.

After a reboot from 'safe' mode I still see the hang, so I guess I'm going to kill KB3176938 as well.

I de-installed the August 31 update, which took me back to the .0 version of 1607 (W10 anniversary).  I couldn't revert to a previous version.  My system worked once; after the revert, and since then I've never been able to enter W mode again.  Only Safe mode works.

I downloaded the Aug31 update and tried to install it from Safe mode; that didn't work.

Next I'm going to run LapLink's PCMover on the hard disk to attempt to recover one app's registration (I won't name it, let's just call is 'Sloven') because all I need from this PoS is to read one financial database file on a new PoS.  I guess this really is the Windows Anniversary Edition.  Remember Windows 95?  That was the last time MS tried to resurrect the dead.

*****UPDATE***** [September 24, 2016]

Ok, I didn't use PCMover; it turns out that it considers the application in question "unlikely" to move and, indeed, it can hardly move any of the applications on my system (about 20%, maybe).  So Microsoft's 'approved' solution is pretty much useless.

After much work I got to a point where I could, laboriously, get the Windows 10 1607.0 build running.  I think the problem is a rogue startup service (one of the non-Microsoft ones) that hangs.  I've been updating this machine since 2012...   Anyway, I couldn't successfully re-install from a 1511 build ISO; the second reboot just hung (blank screen).  I just gave up and completely wiped the disk, reinstalling Windows 10 from the ISO (it picked up my W10 pro digital license correctly).

So now I have a working machine again, I just have to restore all my data...

I think this update hosed my Acer laptop. After this update the screen would flash on and off at what should've been the login screen. After flashing for about a minute the computer would restart.

I couldn't get in to Windows to remove that update so I had to restore the system to a previous restore point. This enabled me to get back into the system, but of course now the update is downloading again.

I have just contacted Microsoft Technical Support in Italy (+39 02 38591444).

The person (Nico) asked me to carry out some operations (like trying to restore a previous W10 version by pressing shift at the restart etc., which is not possible as it keeps showing the black screen with the dots in circle and useless, as the update would start downloading again) and eventually suggested me

  1. to have W10 reinstalled from scratch.
  2. to wait for a contribution in this section of Microsoft, because that's all they can do.

P.S.: my PC is a Lenovo Thinkpad L503, W10 certified, with all W10 drivers installed, my W10 is version Pro 1607.

I have restored a W10 image created in April, have applied the W10 update (KB3176936) and got version Pro 1607, then I've launched the research for new system updates: update KB3193494 does no longer show in the list of available updates and I get the message that the system is updated.
