Unblock an untrusted publisher in Windows 10

I am trying to download a free antivirus software (Avira) but I cannot open the set up file because it was blocked. Apparently it came from an "untrusted publisher".

I googled possible solutions. They said one way to remove untrusted publisher was through: Internet Options > Content > Certificates > Untrusted publisher tab > Remove but unfortunately, the remove button had been "grayed out".

I found other solutions like the certmgr.msc. I deleted the Avira certificate under the Untrusted Publisher "folder" but it still did not work. The certificate just "comes back" once I exit the certmgr.

I also tried running the set up file as administrator but still, no effect.

I gave up and tried to download Bitdefender instead but to my surprise, the same thing happens.

Hi Michellea,

Blocking downloaded programs from an unknown source is one of the best features of Windows 10 to protect users from viruses that will attempt to gain access on your system.

To unblock these programs on your computer, kindly follow the steps below:

  1. Right-click on the blocked file, then select on Properties.
  2.  Click General tab.
  3.  Check the Unblock option, then click OK.
  4.  If prompted, click on Continue, then click on Yes (if administrator) or enter password of administrator (if standard user) for UAC prompt.

Keep us updated with the result so that we can further assist you.

Me too.

I was able to run eset online scanner, the portable one, by entering the path to the executable in an elevated prompt, and roguekiller portable still works because there's no certificate that's untrusted. Malwarebytes, avira, mcaffee, bitdefender and others don't start at all.

Have you tried disabling your Windows Defender for a  moment?

Here's how:

  1. Go to Settings.
  2.  Click Update & security
  3.  Go to Windows Defender
  4.  Toggle Off Real-time protection.

I did also try with no effect. By booting in safe mode I could delete the untrusted publishers but the certificates came back when I rebooted. I think I'll just do a fresh install of Windows tomorrow or so
