Rs-323 serial ports are not working after updating to windows 10 build 1511 (10.0.10586)

The printers attached to the ports report they are in error state, to fix this reinstall the current driver in device manger using the “let me pick” option to install the driver.  This only fixes the Serial Port until a reboot after rebooting it goes back to the original error state it was in.
This happens with on board Serial ports as well as Serial to USB.
This has been a major problem for us as a Point of Sale Business we need to be able to use the Serial ports for Receipt Printers, Display Poles, Touch Screens, Label Printers and, Pin Pads.

I have seen it happen on every computer that I have updated to Windows 10 with this build 1511 (10.0.10586). The ones that I can remember are the Dell Optiplex 745. MSI AE202. I had a home built computer with a Quateck serial card that it happened on. I am also seeing it on USB to serial adapters that use the FTDI driver. I have seen it on other brand drivers as well but did not track the driver. I also have seen it on a couple of HP machines but did not get the model numbers.

I honestly have seen it on every computer that has this build of windows and a serial port. I will continue to track it and report other brands/models

I have done all of the above and it still wont fix the Serial ports.

I have other devices that  are not Printers that don't work on the serial ports, It is not a printer driver problem its is a serial driver problem and how windows loads the driver because even when we use the manufactures drivers it still crashes after every reboot of the OS.

Is Microsoft looking into this any further? This is still happening on multiple brand computers and USB to serial adapters. We have also tried just wiping the computer and doing a clean install with the same result. The fix you offered of uninstalling the serial ports and reinstalling them on the 17th. Is what we are already doing but it only works until reboot, so unfortunately we are have to make all of our customers roll back to previous version of windows which is not an optimal fix.
