scrolling not working continuous forms Access release 1707

I am not sure which version this started with, or if it is even related to the office version, but...  The scroll wheel moves the scrollbar in a continuous from, but the user cannot see the form scroll.  The record count in the popup changes, but no movement.  The same is the case when dragging the scrollbar.  However, the arrows at the top and bottom of the scrollbar still work.  This is an app that has been in use for many years.  There have been no dev changes.  I have only seen one unanswered posted in google about this.

Now many users are experiencing the same problems.  I am not sure which version this started with, or if it is even related to the office version, but...  The scroll wheel moves the scrollbar, but the user cannot see the form scroll.  

It definitely affects Office Access release 1707 version.  We have users that have not upgraded, who are still functioning properly.

This needs an urgent fix!

I did the revert to a particular version.

cd %programfiles%\Common Files\Microsoft Shared\ClickToRun
officec2rclient.exe /update user updatetoversion=16.0.6366.2062

I created a bat file for this per the directions in another post. Must be run as administrator.

Unfortunately, this uninstalled MS Access.  Nice.

So I tried 2016 32bit runtime version.  Nope, that won’t install along with clicktorun Office365.

So, then I tried 2013 32bit runtime version.  That works.

So, in the short run I have it working.  In reality, I did not need to revert since I installed the runtime version.  But, the revert did work and showed the 2062 version number.
