Hi,

Thank you for being part of Microsoft Community.

The issue could have happened due to system file corruptions. I would request you to perform a SFC scan and then check if it helps.

System file check is a utility built into the Operating System that will check for system file corruption the sfc /scannow command (System File Check) scans the integrity of all protected operating system files and replaces incorrect, corrupted, changed, or damaged versions with the correct versions where possible.

System file check works on Vista, Win 7, Win 8, Win 8.1, and win 10.

I suggest you to try the steps provided, in the link below in order to run SFC scan on your computer.

Nothing showed as corrupted, but I did find the following error code when I was looking at the Operational log:

ErrorCode -2147023170

Does that mean anything?

Hi,

Thanks you for posting your reply and update.

I suggest you to run a DISM command on the computer to improve the system health. Deployment Image Servicing and Management (DISM)is the tool which fixes the Windows corruption error if there are any.

Follow the steps:

1. Press Windows Key + X.

2. Click on Command Prompt (Admin).

3. Type the command DISM.exe /Online /Cleanup-image /Restorehealth and hit Enter.

Hope this information is helpful. Please do let us know if you need further assistance, we’ll be glad to assist you.

I checked the image and it did not show up as corrupted.  Will using /Restorehealth actually do anything?

Also I googled "remote procedure call failed" and came across a thread that talked about a similar problem coming from using the Photos app for the photo viewer default app.  It said that the remote procedure call error could be fixed by switching to windows photo viewer.  Is this correct?

Hi,

Thank you for posting your reply and update.

The Windows Photos App should not affect the RPC service. It seems to be a corruption in the service. I suggest you to restart the Remote Procedure Call (RPC) service and set it as Automatic from the services and check if it helps to resolve the issue.

Steps:-

1. Press Windows key + R and open Run command window.

2. Type services.msc and hit Enter.

3. Right click on Remote Procedure Call (RPC) from the list.

4. Select Stop. Restart the computer and repeat the first three steps.

5. Click on Properties and set the set Startup type to Automatic.

6. Click on Apply and Ok.

Hope this information is helpful. Please do let us know if you need further assistance, we’ll be glad to assist you.

I cannot stop it or change the properties.  It is all grayed out even when I run it as an administrator.  Also it is already running and set to automatic.

Hi,

I suggest you to try to check the status of the issue in Safe Mode. Safe mode starts Windows with a minimal set of drivers and services. If a problem doesn't reappear when you start your PC in safe mode, you can eliminate the default settings and basic device drivers and services as possible causes.

Refer the link below for steps to boot in Safe Mode.

http://windows.microsoft.com/en-us/windows-10/get-to-safe-mode-and-other-startup-settings-in-windows-10#v1h=tab01

Hope this help us to find the exact resolution. Do get back with the update on the issue.

The problem only shows up randomly and only after my computer wakes up from sleep/hibernation.

How would safe mode help me?

Hi there,

Thank you for replying.

If we check the issue on Safe Mode, where only basic drivers are enabled, it would help us in troubleshooting the issue. In case the issue does not occur on Safe Mode, we can conclude that the issue is occurring due to a corruption in one of the device drivers.

Please check the issue in Safe Mode and get back to us with the update.
