Answer

You might try repairing the installation.

Go to the Control panel and Add & Remove, find Publisher 2010 and Change, and repair.

If this doesn't work you might want to repost your question here: http://answers.microsoft.com/en-us/office/forum/office_install

You may also try the following and see if it helps:

Change the default printer to Microsoft XPS Document Writer and then try opening Publisher and check if it helps.

Ensure that you don’t have multiple versions of Office suite installed on the same computer.

Check the following thread link which discusses about a similar issue.
http://answers.microsoft.com/en-us/office/forum/officeversion_other-office_install/ms-office-2010-problems/790f4acb-279c-4a5e-acad-a305653e3d53?page=3 (Try ‘Tromba 2’s suggestion on 3 December )
Start the computer in clean boot state to determine whether the issue is with any 3 party program conflict.
Note: Ensure to restart the computer in normal mode after the troubleshooting process.

If the above steps fail, run ‘Fix it’ from KB 290301 and then re-install the Office suite and verify whether issue re-occurs.
