It is not illegal there is laws that control content that prevent some games from entering their countries unless it is localized to their laws hence why it's region locked to prevent wrong versions . As xbox live isn't allowed in ecaudor your only option is to rent the game and try it but dlc is still region locked so you will be limited to the disk

xbox terms of service says xbox live is only provided in supported regions this is stated on the box

xboxes do not have to be sold with xbox live access that is what disks are for

you can only download demos which you are lawfully allowed since there is no ecuadorian xbox live you can only get region free content

i have the same problem, and it s fool, because i buy by internet all my things, and i dont have any problem with it. today i got the xbox 360, i got this new holiday bundle, and it has halo reach, because i m not too much friend of reading everything about it,did i just lose of downloading HALO reach?, yes, but they accepted me in their xbox live... ty
