gta iv fatal error rmn20

hi ever one help some one can help i am using win 7 64bit and downloaded gta 4 from steam and install it and when i went to play it a box comes up saying 

GTA IV FATAL ERROR: RMN20
THEN A RED CIRCEL WITH A WHITE X IN IT AND SAYS 

GTA IV FATAL ERROR WINDOWS VISTA NEED TO HAVE SERVICE PACK 1 OR
 HIGHER TO PROCEED

IN MY COMPUTER I HAVE A AMD FX 8 CORE 3.6GHZ AND 16GB OF KINGSTON GAMING RAM 1TB HARD DRIVE AND A SAPPHIRE 7850 GAMING CARD AND A POWERCOOL X-VIPER 750PSU SOME ONE PLEASE HELP !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Go to your Steam \ SteamApps \ Common \ folder and find the
folder which GTA4 is installed to.
-Find the GTA4.exe and R/click on it.
-Then in Properties go to the Compatibility tab and select  Vista sp1 (XP sp3 will also work).
Tick the box next to 'Run... as administrator as well (just as a precaution).
- Make a new shortcut from the GTA4.exe if you don't launch the game from your Steam
'Library'.
