It has been advised in other threads that if you have

a 2nd monitor connected to remove it.

The only way I have been able to get my start menu to work is to go to setting by using the search feature in Cortana, then go the start option under the personalization tab, then switch off all options. My start menu then works, for now.

You can always try to get to recovery mode to reset to last build or backup you made.

If you get to the login screen click on the Power button icon then hold the Shift key down while you click on Restart.

If you can't get to the login Screen you can use the Power button on your computer or device to Power on then after it goes through the bios use the Power button to force Power down. you might have to do this 2 or 3 times to get to the Recovery mode then you can just reset or reinstall what ever you want.:)
