microsoft\windows\plug and play\device install reboot required
Immediately after upgrade to build 17017.rs_prerelease 171010-1400 on first reboot the start screen, action center, and any pinned task bar app would not respond. After right clicking on the windows 10 start button I was able to get to restart. Once restarting a pop up appears:

It is required to click continue anyway button. Once machine completes the process and signing into windows it becomes apparent that the problem continues. I have no required additional hardware or plug and play devices that would create this problem. I did however find a quick and temporary fix. Once machine fails again, don't restart or shutdown, resign in only and the machine will work correctly until the next restart takes place. Then the cycle repeats itself again

it seems the issue is already fixed with the last Update ( KB4058258 ).

Had the same problem and used the temporary solution from Ayman Askar - thanks again, i translated and put this into the german version of this website, what made a lot of people happy there.

I already reset my registry back to normal and anything works fine so far.
