I don't know why I'm getting this all of a sudden because I have played the story mode through twice and have spent many hours randomly killing folks, stealing cars, or obeying the laws (that's when you know you're bored). I do not have internet to my Xbox at this time and this is the only game doing this. I have tried creating brand new profiles on my Xbox to test this issue and no matter what I do, this message ALWAYS appears and will not met get passed it.

Is this a known issue or has Rockstar done something and you are now required to be online whether you're playing online or not? I would love to be able to load my saved games or even just save brand new games. All helpful information is welcome.

Thanks for reading!

Make sure your console is set to your home console so all your game licenses are attached to your specific console, otherwise you need a constant connection for Live to verify you have rights to play those games. Go to settings then select Network. Select "Go offline". If that doesn't work I would recommend attempting to connect to Xbox live then mid-session disconnecting and see if you're able to play. Good luck hope his helps!
