Downloaded game to console - able to play on all profiles?

As long as he's using the same console that the game was originally downloaded on, he should be able to access the content. If he's trying to play on a different console, or a different console than where the game was originally downloaded, then it won't work.

 Sorry to hear you are having a problem. Typically, when a digital game is purchased and downloaded on a console, there is a system license tied to that console, which means that ANY profile on that console can access the game and play it. If you were to take your profile to another console and re-download the game, then only your profile will be able to play that game as the other license is tied to your profile. However, since your son is trying to play it on the same console you purchased it on, it leads me to believe that parental controls might be playing a factor. Out of curiosity, what game was downloaded, what was the rating on the game, and do you have parental controls set up to prevent your son from playing games above a certain rating or content? Also, when your son goes to Browse Games, does the game show up at all or does he receive an error or message when attempting to play it? The download was an add-on for his minecraft game.  Minecraft was downloaded when I was able to grant allowances.

I do have controls that don't permit him to play above a "T" rating.

It does not show up in his Browse Games area and is not checked as part of his minecraft game add-on list.  It only shows up on my profile.

for instance if you purchased a theme or a skin pack. That would be profile specific.

or another example say for the game Rock Band, if you bought a song your son would not be able to play the song just because it was on the console, the profile owner would also have to be logged in to access the license for said item.

Thanks.  That sounds like the situation I had with the minecraft theme.  So, in the future, if I want to purchase something profile-specific for my son, how do I do that?  Do I need to remove the parental controls form his profile, purchase the item while logged into  his profile, then place the controls back on?  Is there another way?  

Hi Cloth! Yes, that is what you will need to do for profile specific content. Unfortunately there really isn't a more convenient option for profile specific items. 

Will anyone give me there xbox live account that has minecraft so i can download it i accidentally deleted it now i have to buy it again

That would be considered marketplace theft and it is against the code of conduct to give someone an account. If you purchased it on your account, you can redownload it for free from your download history.
